Firearms Safety

A bit of history:

Some you know the letter (FAC) Firearms Acquisition Certificates. FACs were issued as licenses under previous law. FACs are expired. FACs are replaced by PAL a Possession and Acquisition Licence.

Current requirements:

Anyone who wishes to acquire or purchase firearms and ammunition in Canada must first pass the Canadian Firearms Safety Course exam. It is the only licence available to new applicants aged 18 or older. This exam is also referred to the PAL course exam. After passing the Safety Course, you can apply for a (PAL) Possession Acquisition Licence.

You need a PAL licence to buy firearms, to buy ammunition.

PALs are renewed every 5 years.

If you register and come to this course, you must bring your identification.  You can bring a Drivers Licence, a passport, Alberta ID, a status card or social insurance card (minors school ID).

GENERAL COURSE INFORMATION:

PASSING: Passing this course does not allow you to buy guns and ammunition. You must apply and have your licence issued by The Canadian Firearms Centre before you can purchase or possess firearms or ammunition.

EVALUATION: Candidates must achieve 80% on the written and practical exam in order to pass the course.

APPLICATION PROCESS: Upon successful completion of the Safety course you will be provided with the official COURSE RECORD OF COMPLETION. You must send your COURSE RECORD OF COMPLETION and a completed application to the Canadian Firearms Centre. 

FEES: You can expect to pay $61.32 for the application and wait approximately 30 days for the PAL. 

The fee for the Minors Possession Permit is less and based on the number of years until they reach 18 years of age. 

OUT OF PROVINCE COURSES: Individuals who have completed the (CFSC) Canadian Firearms Safety Course from another province may use that COURSE RECORD OF COMPLETION to apply for a PAL.

MINORS

  • The minimum age for this course is 12. 
  • Minors under 18 will not be able to obtain the PAL until age 18 but can apply for a Minors Possession Licence to carry under adult supervision. 
  • To hunt, students need the Hunter Education Course which can be obtained online. This Hunter’s Course is not a hunting licence.
  • CFSC course taken by a minor or adult is a one-time course. 
  • A minor is not required to take the course again when they age qualify for the PAL.
  • Minors under 18 will not be able to obtain a PAL to own, buy a firearm and ammunition. Upon completion of the course, minors are provided with the applicable Minors Possession Licence form to apply for their minors Licence to possess a firearm under supervision.
  • Minors are also provided with the PAL form for age 18 and over to apply for their regular PAL. 
  • Minors and adults are provided with the applicable forms on course completion. 

NON-RESIDENTS: Non-residents of Canada can take the PAL course. Non-residents of Canada need a PAL licence to buy ammunition, firearms or carry a firearm in Canada. For more information about non-residents, click here: Firearms for non-residents
